[PATCH] sm3: implement SM3 hash algorithm

Hi Werner & Niibe,

Shall we start code review now? Again, r030tl's concern sounds
reasonable but the most of parts are not established fact yet. It is
not enough to block the code review, correct?

The code review has been submitted to https://dev.gnupg.org/D449 for a
while. Plz help to review it.
