`Do you have Windows Firewall enabled?` yes it was enabled by default.. I retried the workflow after disabling windows FW and the entire recursive listing for c:\windows over TLS1.3 completed with both fz and my clint without any disconnects. Thanks for the pointer. I don't have anything else at this point, I'll mark the issues as closed, thanks.
