@n-man: Do you have Windows Firewall enabled? The symptoms should go away if you disable Windows Firewall, or use a port other than 21.

Windows Firewall is known to sabotage FTP port 21, even if using TLS. Something about the traffic pattern trips up the firewall if you perform many data connection in a short amount of time.
