[gnutls-devel] GnuTLS | Check for Signed-off-by: in CI (!874)

[Development of GNU's TLS library]

Gitlab has few options for its CI to pull changes (fetch etc). I do not know whether git log would work consistently. I know that tags for example are not available on builders.
