[gnutls-devel] GnuTLS | Check for Signed-off-by: in CI (!874)

[Development of GNU's TLS library]

It uses `git log` for the deviation since master. That is/are exactly the new commits in a MR - and exactly what we want to test. I don't like relying on Gitlab variables here (whatever they do). It a general script perfectly working outside of Gitlab. Why limiting it ?
