[gnutls-devel] GnuTLS | WIP: Add CI tarball build (!809)

[Development of GNU's TLS library]

Looks like Alpine doesn't package autogen / libopts. Building from git repo fails due to that. Did I say that autogen/libopts becomes tedious !? :-(
