Camellia block cipher don't work on current developers' releases 2.3.x.

Although the script has nothing to do with enabling or disabling
Camellia, dropping the script should be a good idea.  Requiring
libgcrypt >= 1.4.0 will also simplify the m4 script like gc-md5.m4 if
gc-camellia.m4 remained.
