Change OpenPGP Smartcard PIN retry counter

According to OpenPGP Card Spec 3.4.1 https://www.gnupg.org/ftp/specs/OpenPGP-smart-card-application-3.4.1.pdf


We cannot set retry counters( C4 DO ) via PUT DATA (page 28 of the spec)
I tried to construct a 07 byte DO via put data 

gpg-connect-agent --hex "scd apdu 00 DA 00 C4 07 00404040100303" /bye

but i receive a status code of 6700 (wrong length), which aligns with the spec.Can someone please check how i can update the retry counter?
