Change OpenPGP Smartcard PIN retry counter

I couldn’t find a direct answer, but I think the information needed to see if that card supports it is in section 4.4 of the v3.4 spec. 

Specifically, 4.4.3.7 shows where the card reports support for setting the retry count data object C4 via PUT DATA. You can get the extended capabilities flags from the D0 data object.
