Hi!

I'll write an announcement later for now see

for the NEWS and the usual place for downloading.  Latest released
libaries are required.  Take care when running

  gpg --quick-gen-key foo at example.org pqc

The created key is EXPERIMENTAL and will cont be compliant wit the
final FIPS2-03 and LibrePGP specification.
