You are coming onto this mailing list and asking people to volunteer to 
undertake software engineering work. The people who do this don't work 
for you. They don't work for me, either. They volunteer to serve *the 
community*.

If you want your idea to be picked up and turned into running code, you 
need to persuade *the community* that this is a good idea, that it will 
be useful for a lot of people, and that it follows the best practices of 
cryptographic engineering.

The developers will, of course, work on what they want to work on. But 
if you want these ideas of yours to make it into GnuPG, you're going to 
need to explain what GnuPG is currently lacking, how your plan addresses 
that lack, and what makes your idea sound engineering.
