ECC code now in Libgcrypt master

Hi,

now that GnuPG has successfully imported sample keys and processed ECC
messages, it was time to merge the ECC changes back into Libgcrypt
master.

There are two new functions.  If you plan to build the GnuPG
ECC-INTEGRATION-2-1 branch, you should install this Libgcrypt version
before configuring GnuPG.  It is not anymore sufficient to use
LD_LIBRARY_PATH to use switch at runtime to an ECC enabled version of
Libgcrypt.

Without those functions import and export of secret keys won't work.
The rest of the code should still work.
