GnuPG error message when connecting keyserver

Hi list

The setup is made that missing keys are searched on a keyserver:

gpg.conf

keyserver ldap://pgp.surfnet.nl:11370
keyserver-options auto-key-retrieve

Could you please tell me what this error message means:

Getting key(s) 0xCFED3275 from server ldap://pgp.surfnet.nl:11370 . . .

gpgkeys: internal LDAP bind error: Nicht verfügbar
gpg: no valid OpenPGP data found.
gpg: Total number processed: 0

Or is this keyserver down?
  
BTW. Using GPG 1.2.5 under Windows 2000 SP4
