That should be easy to debug:

  void
  _gcry_set_random_seed_file( const char *name )
  {
    if (seed_file_name)
      BUG ();
    seed_file_name = gcry_xstrdup (name);
  }

I guess you are running the init code twice.  Isn't there any output to
stderr?
