1) Add the prototype to the appropriate header file,
e.g. lib/includes/gnutls/gnutls.h.in

2) Write the code in some existing .c file under lib/, or add a new .c
file under lib/ and add it in the Makefile.am.

3) mention the function in the symbol file lib/libgnutls.map.

4) write self tests

5) write documentation
