Thanks, Nikos.  Simon Josefsson's Windows DLL builds haven't been
updated since 2.10.x (July 2010).  Can the GnuTLS project provide these
builds for 3.x or will Simon remain their provider?

The reason I ask is I'd like to start using 3.x in the Emacs project,
but don't want to leave all our Windows users out.
