FWIW, I extended the self-test to check the situation you describe, and
as far as I can tell it appears to do the right thing.  Code in:

Compile as
gcc -o hostname-check hostname-check.c -lgnutls utils.c

Expected output is

...
Testing pem9...
Hostname correctly does not match (0)
Hostname correctly matches (1)
...
