It's used in a builtbot (jenkins): https://jenkins.kodi.tv/job/wasm/lastBuild/console. For now I have patched out the tests. 

Yes it is a bug in gnulib, but I just want to be able to propogate without-tests from gnutls to gnulib, so those tests do not build, avoiding the build issue.
