The gnutls_ktls_send_handshake_msg() is used as the handshake read function
when using kTLS. We also need to use the function in ktls-utis when
handling a KeyUpdate with tlshd, so let's expose the function publicly
so ktls-utils can set it with gnutls_handshake_set_read_function().
