I don't see a CI job exercising leancrypto and FIPS,
and I think I've already caught one one FIPS+leancrypto-specific regression.
Fix for said regression:
* tests/privkey-keygen.c: expect MLDSA to be approved in FIPS mode
CI job for leancrypto and FIPS:
* .gitlab-ci.yml: enable building/testing with leancrypto in FIPS mode
