I've been struggling with making tests/tls13-early-data-neg2 pass under valgrind on a slow machine, and here are a few changes that won't hurt.
The test also seems to rely on receiving session tickets in time for the timeout guesstimated in session.c (`ertt`),
which might not be a reliable strategy.
