* fips: Allow SigVer only with RSA keys with modulus >= 2048 bits

This is for easier complience with FIPS 186-5,
otherwise it would be necessary to justify how
the timestamp is provided to prove that only
pre-existing signatures can be verified in compliance
with FIPS 186-5.
