This is *exactly* why even considering to change the build system is a complicated issue that needs real discussion. Requiring *both* autoconf and cmake to build is, IMHO, unacceptable and a total nonstarter.

The actual hard part of a port to another build system is when you try to remove those assumptions. This MR doesn't contain anything reviewable, to be perfectly honest. All it has is the boilerplate that could be written in a few minutes if the GnuTLS developers eventually wanted to commit to using cmake.
