Regarding the test suite, I am not sure if a new test be added that checks the value of "early_data_size" when the server supports/doesn't support it, or if [tests/tls13-early-data.c](https://gitlab.com/gnutls/gnutls/-/blob/master/tests/tls13-early-data.c) should be modified.
