This is about key exchange using ML-KEM, which is already implemented; so I guess we can close this issue. With regard to PQC in TLS, one missing feature is signatures at the protocol level, as Alicja mentioned at https://gitlab.com/gnutls/gnutls/-/merge_requests/1786#note_2220755967. If you would like to work on that, that would be awesome and filing a new issue would be a good start.
