[gnutls-devel] GnuTLS | cipher: add restriction on CCM tag length under FIPS mode (!1658)

This changes the following checks in CCM used under FIPS mode:
- any use of tag length other than 4, 6, 8, 10, 12, 14, and 16 returns
  error
- use of tag length either 4 or 6 causes the service indicator to
  transition to not-approved state
