[gnutls-devel] GnuTLS | Add release steps for windows builds (!1590)

I was thinking something like `devel/make-release.sh`, which creates tarball through a container. Windows binaries could also be generated in the same way, by exercising the steps in `mingw*` tasks in .gitlab-ci.yml through containers.
