[gnutls-devel] GnuTLS | configure.ac: check if compiler supports -Wa, -march=all (!1579)

@dueno I tried by applying the commit via `git format-patch` to a freshly unpacked gnutls-3.7.3.tar.xz. The patch applied and autoreconf and configure succeeded but the build failed:

Note the `-Wa,-march=all` in the gcc command line.
