Failes after a 3. retry the pkgs are not found gnulib/gnulib-tool and gtkdocize
## Version of gnutls used:
git clone --depth 1 https://gitlab.com/gnutls/gnutls.git

## Distributor of gnutls (e.g., Ubuntu, Fedora, RHEL)
Ubuntu

## How reproducible:
setup a build on zuul like curl does, not sure if this is reproducible in any way.
