[gnutls-devel] GnuTLS | <gnutls/socket.h> tries to include <sys/socket.h> on MinGW (#1382)

We have [that](https://gitlab.com/gnutls/gnutls/-/blob/master/.gitlab-ci.yml#L755) in our CI, but I suppose none of the tests includes <gnutls/socket.h> on Windows.

Regarding socklen_t, perhaps we could expose [`struct sockaddr_storage *`](https://docs.microsoft.com/en-us/previous-versions/windows/desktop/legacy/ms740504(v=vs.85)) instead, without including any system-dependent header.
