Three non-code fixups for the latest release
* document C++ soname bump in NEWS.
* tests/record-sendfile.c lacked copyright information - is it correct that way @FrantisekKrenzelok ?
* GNUTLS_COMP_BROTLI/ZSTD is undocumented.
