The GNUTLS_NO_TICKETS flag and %NO_TICKETS priority string modifier
previously had effect even in TLS 1.3, while TLS 1.3 does not provide
any other means to resume sessions. This change introduces a slight
incompatilibity with the previous behavior in TLS 1.2, where session
ticket support was re-enabled with
gnutls_session_ticket_enable_server(), though the library now
considers the contradiction between the options and API usage as a
configuration error.
