I didn't mean clearing during initialization until it's consistent, so that catch is yours.
I meant the hypothetical case where the library is deinitialized through `gnutls_global_deinit` and the flag isn't cleared. Not sure how supported is to deinit and init again though, but I'd clear it in `_gnutls_unload_system_priorities` nevertheless, just in case.
