[gnutls-devel] GnuTLS | WIP: .gitlab-ci.yml: add caching to cppcheck (!1480)

Add naive cppcheck caching, it's currently the longest step.

WIP because I see something more complicated about the compilation ccache versioning, so I'd like to first discuss whether the same's needed for cppcheck's.
