[gnutls-devel] GnuTLS | configure: Remove -no_weak_links from LDFLAGS after detecting function availability (!1376)

This fixes #966 in a different way, without reintroducing #142. 

Add a description of the new feature/bug fix. Reference any relevant bugs..
