No, `PKG_CONFIG_PATH` is only meaningful at build time. You will have to install .so files in a directory which the dynamic linker searches for. See the files at `/etc/ld.so.conf.d/*`.

When building gnutls and nettle from source, you can change it with `./configure --libdir` option.
