[gnutls-devel] GnuTLS | Allow merging of configuration files (#1300)

When the algorithm allowlisting mode is used, the configuration file is typically managed by a script and shall not be edited manually. To allow system administrators to express site-local configuration, it would be nice if the multiple configuration files are merged in a safe way.
