I changed the ``test_sig()`` to use the ``bits`` parameter to select the key to use. I also made several changes to the code to improve readability.

I dropped the commit skipping the self-tests in FIPS mode. It should use the right methods transparently (KAT when possible; pairwise-consistency test otherwise).

@nmav Could you please check this version?
