[gnutls-devel] GnuTLS | autogen is being run on the tarball even if --enable-local-libopts is given (#772)

When --enable-local-libopts is given to configure gnutls still calls autogen to generate the sources in `src/`. That's creating several compatibility issues as our included libopts cannot work with any arbitrary autogen version. That seems a regression since 3.6.5.
