Sorry, I'm not really convinced, though the patch indeed looks cleaner.
My concern is that it could actually be more costly, when the majority of the items are TLS 1.2 and if we can assume that `REMOVE_TLS13_IN_LOOP` works in amortized constant time (with the help of compiler optimization).
However, given that the array wouldn't contain millions of items, that probably wouldn't matter.
