[gnutls-devel] GnuTLS | Check for Signed-off-by: in CI (!871)

[Development of GNU's TLS library]

It has to run on all runners (I already explained it somewhere) to stop all runners on error (= missing / wrong Signed-off-by). Else we need a stage 0. Or is there a trick to stop the whole pipeline on error ?
