[gnutls-devel] GnuTLS | Check for Signed-off-by in CI (#668)

Well, of course. `make syntax-check` needs a full bootstrap, configure and make cycle. That might easily take 10 minutes.

But anyways, I'll prepare an MR without introducing stage 0.
