Since GnuTLS 3.6.3 we have started sending a zero-length list of extensions in ServerHello when there are none, instead of omitting the list entirely. This upsets the Cisco AnyConnect client as discussed in https://gitlab.com/openconnect/ocserv/merge_requests/92
