[gnutls-devel] GnuTLS | tests/slow/cipher-api-test.c: Make test more portable (!852)

[Development of GNU's TLS library]

This test checks whether the nettle signal is received from invalid use of gnutls calls. That is to test whether the re-implementations of ciphers (e.g., aes-gcm for ssse3) in gnutls behave the same as the nettle library. After the change, the signal is not received at all.

Maybe just rename the `disable-bash-tests` to `disable-non-portable` tests?
