[gnutls-devel] GnuTLS | Improve the gnutls_aead_cipher documentation (#716)

[Development of GNU's TLS library]

gnutls_aead_cipher_decrypt() should mention that the tag needs to be appended to the ctext and the tag_size will define the size of it.

It should be better explained that the tag will be verified by the decrypt function.
