[gnutls-devel] GnuTLS | Multiple issues with handling record_size_limit extension (#676)

[Development of GNU's TLS library]

I've added few more tests in https://github.com/tomato42/tlsfuzzer/pull/506 that uncovered two more issues:

9. server does not detect when the `record_size_limit` extension is added or removed in 2nd CH in HRR handshake
10. server does respect `max_fragment_length` extension when both it and `record_size_limit` extension is sent
