Indeed that doesn't make sense. By similar I meant some indicator on the secret that is being communicated. For example there is the `APPLICATION_CLIENT_TRAFFIC_LABEL`. Though I see there is already the `ENCRYPTION_LEVEL`, but it is not clear to me what are they. Are they quic-related, or they are mapping these labels to an enumeration (the level part of the name is confusing to me).
