While we could leave it in the backlog as something that documents the difference with openssl, I do not think that's a good approach. Indeed the openssl tool allows to create files without a MAC, however that alone should not be a reason for us to try to duplicate this functionality. If there was additional data, i.e., that this is a format used in practice, or this format is generally used for a specific use case, it would make more sense. Without that, I think we should close this.
