[gnutls-devel] GnuTLS | change or make configurable to number of tickets to send by default (#596)

As a server we currently send only a single ticket by default, and expect the application to use `gnutls_session_ticket_send` to send additional ones. Should we send a larger number by default to be more HTTP friendly?
