[gnutls-devel] GnuTLS | Let bootstrap check for gperf, makeinfo, rsync, autopoint (!769)

[Development of GNU's TLS library]

I think the target for this change is to require everything that will break the build. The target group should be developers compiling the gnutls lib and apps (not necessarily doing a release or generating documentation). Given that the freebsd works without rsync, I do not think we should require it.
